Operational Timetable: 2000-2001

The strategies listed here are abbreviated from the parent document Trek 2000, which should be consulted for a fuller account of each strategy and its rationale. This schedule is meant to reflect immediate priorities over the next couple of years; as these priorities are met, others will be added and published in a revised schedule.


Strategies: People

1. Develop an academic plan

Responsible Officer: VP Academic

TARGETS:

  • Seek Senate approval of Academic Plan, February 2000
  • Begin implementation of Academic Plan, Spring 2000

2. Recruitment and retention of faculty

Responsible Officer: VP Academic, VP Research, AVP Human Resources, AVP Planning, AVP Equity, Deans

TARGETS:

  • Identify funds for improved start-up packages (see Research 2), Spring 2000
  • Complete faculty hiring plans, including retention strategies, Spring 2000
  • Develop and coordinate proposals for 21st Century Research Chairs, Ongoing
  • Enhance spousal job opportunities, Summer 2000
  • Complete construction of 53 units of faculty and staff rental housing, commence planning for next phase of an additional 40-50 units, Spring 2001

3. Recognition of faculty achievement

4. Staff recruitment, recognition and participation

5. Enhance student recruitment

TARGETS:

  • Develop strategic enrolment management plan for all undergraduate programs, Spring 2001
  • Increase number of early offers of admission in 2000 by 20% over 1999, and by a further 20% in 2001, Spring 2000-2001
  • Determine whether to apply broader admissions criteria, By April 2000
  • Admit graduate students in timely fashion, with full use of electronic sources (see Research 4), Ongoing
  • Implement guarantee of on-campus accommodation for new first-year undergraduates who reside outside the lower mainland, Fall 2000

6. Increase numbers of First Nations students

  • Consult with First Nations bands, other educational institutions, and branches of government to develop recruitment strategies, Fall 2000
  • Increase enrolment of First Nations students by 10% to c. 550, Fall 2001

7. Increase scholarships and bursaries

TARGETS:

  • Pursue goal of additional $8M endowment annually over five years for enhanced graduate and undergraduate support, Beginning Spring 2000

8. Upgrade infrastructure

Responsible Officer: VP Finance, AVP Lands and Buildings

TARGETS:

  • Implement the Facilities Infrastructure Management Plan as funding becomes available, including a long-term maintenance and custodial plan, Fall 2000
  • Develop plans to streamline and improve non-academic administrative processes, Spring 2001
  • Complete SCRUB (washroom upgrade), Summer 2000

9. Improve student space and services

TARGETS:

  • Pursue goal of additional $5M over five years (1999-2004) to improve campus facilities for students, including social space, Ongoing
  • Develop plans for an additional 1000 residence beds (effective Fall 2002), Fall 2000
  • Enhance Web-based services for students, including application packages for prospective students, e-mail, information on scholarships and need-based aid, and course planning and degree audit, Fall 2000

1. Undergraduate curricula

  • Work with Faculties to strengthen international, interdisciplinary, interprofessional, and experiential elements in undergraduate programs, and promote research involvement at undergraduate level, Ongoing

2. Expand co-op and mentoring programs

Responsible Officer: VP Academic, AVP Programs, VP Students

TARGETS:

  • Increase student participation in co-op and work placement programs by 10% over 1999 across Faculties, Fall 2000
  • Enhance fiscal and staff support for co-op and internship programs, Winter 2000
  • Initiate joint program with Alumni Association to offer mentoring for students, Winter 2000

3. Integration of information technology with the learning environment

Responsible Officer: VP Academic, VP Students, AVP Information Technology, University Librarian

TARGETS:

  • Develop an academic IT plan, including more personally-oriented student and faculty Web services, Summer 2000
  • Add another 2,500 new or upgraded network ports, Spring 2001
  • Develop very high speed connections to teaching hospitals, Summer 2000

4. Renovate, upgrade classrooms and labs

Responsible Officer: VP Students, VP Finance, AVP Lands and Buildings

TARGETS:

  • Upgrade a further 15% of classrooms and labs, Fall 2001
  • Continue upgrades of classroom and lab equipment, Ongoing
  • Revise current classroom management plan in light of the learning goals described in Trek 2000, Summer 2000

5. Enhance faculty teaching skills

TARGETS:

  • Increase cooperation in professional development between the Centre for Teaching and Academic Growth (TAG) and the Faculties, Fall 2000

6. Create new learning opportunities and methods of delivery

Responsible Officer: VP Academic, AVP Programs, AVP Continuing Studies, AVP Information Technology, Deans

TARGETS:

  • Develop overall strategy for Distance Education, including IT, Summer 2000
  • Enhance Web involvement in Distance Education, Ongoing

1. Increase support for UBC researchers

2. Enhance funding and infrastructure

  • Increase Canada Foundation for Innovation and BC Knowledge Development funding support to place UBC in top two nationally, Fall 2000
  • Strengthen our Canadian Institutes for Health Research proposals, to bring UBC into top three nationally for CIHR funding, Fall 2000
  • Develop mechanisms for distribution of 21st Century Research Chairs (see People 2), Ongoing
  • Develop plans to renovate/upgrade research infrastructure, including laboratories, Fall 2000

3. Strengthen Library collections and services

TARGETS:

  • Complete long-term strategic plan for the Library, including its space needs and its role in the development of new curricula and research programs, Summer 2000
  • Increase acquisitions budget, April 2000
  • Seek funding to finish conversion of catalogue into electronic form, Fall 2000

4. Review tuition, also recruitment and training of graduate students

TARGETS:

  • Seek approval for new tuition policy, Spring 2000
  • Improve our position to second nationally in financial support for graduate students, Fall 2001

5. Expand industrial liaison

TARGETS:

  • Plan improvement and expansion of links to the affiliated research hospitals, business, government, and labour, Fall 2000
  • Increase faculty awareness of the Industry Liaison Office and the opportunities provided by links with external partners, Fall 2000

6. Expand research awareness

1. Develop a downtown presence

TARGETS:

  • Establish a Community Liaison Office to facilitate provision of services to the Downtown East Side community, Spring 2000
  • Develop plans to meet the educational needs of an expanding downtown population, Fall 2000

2. Enhance alumni connections

Responsible Officer: VP Students, Alumni Association

TARGETS:

  • Sponsor annual alumni branch events in Toronto, Calgary, and Hong Kong; enhance branch activity in B.C., Ottawa, Shanghai, and Singapore, Ongoing

3. Improve links with secondary/post-secondary sectors

Responsible Officer: President, VP Academic, VP Students

TARGETS:

  • Continue development of joint programs with other institutions, Ongoing
  • Develop new programs to encourage application and early admission of highly qualified high-school students, Spring 2000

4. Accountability: report and AGM

  • Continue to publish an Annual Report and hold an Annual General Meeting, Ongoing

5. The Comprehensive Community Plan: consult and inform the UBC community

Strategies: International

1. Increase number of international students, exchanges

Responsible Officer: VP Students, VP Academic, AVP Programs, Deans

TARGETS:

  • Increase undergraduate enrolment in the International Student Initiative to 800, Fall 2001
  • Increase by 15 % (to c. 345) the number of undergraduates participating in centrally-organized student exchange programs, Winter 2001
  • Strengthen services to international students in such areas as registration and the provision of information, Fall 2000

2. Expand First Nations/indigenous studies

Responsible Officer: VP Academic, VP Students, AVP Programs

TARGETS:

  • Develop major in First Nations Studies, Spring 2001
  • Pursue initiatives linking First Nations and Maori studies, Ongoing

3. Focus on three geographical areas

Responsible Officer: VP Academic, VP Research

TARGETS:

  • Establish a clear strategy for UBC activity in Asia, including a possible physical presence, Fall 2000
  • Continue support for new initiatives such as the Institute for European Studies and the American Studies programs, Ongoing

4. Develop international contacts and benchmarks

Responsible Officer: President, AVP Planning

TARGETS:

  • Work with Universitas 21 to establish course transfers and "portability", Ongoing
  • Sponsor meeting of Presidents of Association of Pacific Rim Universities at UBC, Summer 2000

Funding Sources

UBC draws principally on four sources of revenue: annual operating income, including the provincial government grant, tuition fees and investment income; research funds from external agencies; capital funds from public and private sources; and funds from donations and endowments. In addition, some projects are operated through cost recovery (e.g., Housing and Conferences) or supported by government grants. Some of the targets listed in this operational timetable will be achieved through a reallocation of existing resources or through cost recovery; others will depend upon our ability to increase our success in fundraising activities and research competitions.
